What it does
Loads a FATCA XML file and shows it as a table for editing, driven by a model file (model.txml) that maps XML elements to named fields; editing the model in a text editor renames, adds or removes fields. It ships as a Windows executable (fatca.exe) with C++ sources and a sqlite3 folder. The README's first line says the program has not yet been tested, and no licence is shown.
