Pre-alpha toolkit that builds and validates CRS XML 2.0 and 3.0, with typed CARF models and Swiss packaging.
What it does
Builds CRS XML 2.0 and 3.0 from an Excel or CSV workbook, validates a CRS file against the OECD schema and the Swiss ESTV rules, and wraps it in the encrypted ESTV transfer package. Runs as a Python command line or in the browser, where nothing leaves the machine; CARF is modelled but not yet built. Pre-alpha with no pilot upload yet; Apache 2.0, with a proprietary add-on outside the repository.
